Not much to say here yet, except some notes on wiring:

European 220v is single-phase 220, one leg Neutral, one Hot, NOT two 120v phases.  

For Blue 16A plugs, this means the welder should go black to Hot, white to Neutral, and green to Ground.

For Red 3-phase plugs, TBD, but likely that N does mean Neutral on the connector, and will be the same, 1-phase to black, white to N, and green to Gnd.
